The internet says this means: a dressy shirt and slacks (suit jacket optional); or a dressy skirt and top; or a chic dress.

If you need a reason to wear that fancy dress, suit, bear costume, or that expensive renaissance fair garb you do not get to wear enough -- we'd love to be the reason!
